Name That Plant

Okay, internets, time to play the game you have all been waiting for - name that plant. What is this thing that has appeared in the strip of land between our driveway and the neighbor's house? I have no idea. And I need some better plant suggestions for over there. Now we have some of these, some scraggly rosemary plants (smell nice, look scraggly) and that is abotu it. And we don't water there often, we step into the bed to get past the car, and it is along the southside of the neighbor's house. What a challenge!
